The OBR has issued its November report and the Chancellor has delivered his response to Parliament.

It’s official: the UK economy has not returned to growth and remains vulnerable to shocks impacting from the outside. The future economic outlook has deteriorated since March and the fiscal situation is still difficult.

The Chancellor has indicated that his central fiscal targets and general approach remain unchanged, although he has introduced some policy changes in response to the new forecasts. These included:

  • A £1bn youth contract to encourage businesses to recruit young job seekers
  • Accelerated infrastructure investment
  • Credit easing aimed at businesses and loan guarantees for some private borrowers
  • Tight control of public sector wages once the two year pay freeze is over
  • Waiving of January’s planned increase in fuel duty

Plainly, the economic situation remain extremely dynamic; businesses will need to remain alert to change and fleet-footed in order to take advantage of it.
